Manhole/utility covers are heavy metal plates used to gain access to utilities and keep unauthorized individuals out. The Streets Department does not own any manholes/utility covers. Common owners are PWD, PGW, PECO, SEPTA, Verizon and Public Property. If you know the cover’s owner, please contact them directly. It is very important that manhole/utility covers are replaced as soon as possible to prevent auto accidents or personal injury.
A missing manhole/utility cover may also be reported to us by clicking here. Providing the exact location of open manhole/utility and which entity owns the cover helps our investigators to take the appropriate action. Any identifiers will help determine who owns and maintains the manhole/utility cover.
